1. Bidding conditions The project construction unit is the State Grid Corporation of China or its affiliated units (hereinafter referred to as the “project unitâ€). The source of construction funds has been implemented and the bidder is the State Grid Corporation. The project has already met the conditions for tendering and the project is now undergoing public bidding.
2. Bidding scope The scope of bidding is detailed in the attached table.
3. Qualification requirements of bidders The tender requires bidders to be legal persons or other organizations legally registered in the territory of the People's Republic of China, must have the ability to implement the corresponding projects, and have guarantees in terms of personnel, equipment, funds, etc. to complete projects as scheduled. 3.1 The bidder must meet the following qualification requirements:

3.1.2 Performance requirements:
(1) The main engineering design work performance of a pumped storage power station or a conventional hydropower station with 600 MW or more and above.
(2) Construction supervision performance of the main project of a pumped-storage power station with a capacity of 600MW or above and one or above.
3.1.3 Personnel Requirements:
(1) The chief supervision engineer and all assistant chief engineer engineers must satisfy:
1) Senior Engineer and above technical titles;
2) Registered supervision engineer qualification certificate issued by the State Construction Administration Department or National Engineering Director of Water Conservancy Engineering issued by the China Water Conservancy Association. The certificate will be registered with the supervisor company within the validity period;
3) Over 15 years of experience in the supervision, design and construction management of hydropower project construction, and the age is no more than 55 years old.
(2) The chief supervision engineer has served as chief engineer engineer of a pumped storage power station project or general hydropower project with a total installed capacity of 600 MW or above for a single project and 150 MW or above for a single project.
(3) Deputy Chief Engineer
1) The deputy chief engineer of civil engineering construction has served as the deputy chief supervising engineer of the pumped-storage power station project or general hydropower project with a total installed capacity of 600MW or above or a single machine of 150MW or above for one or more single projects.
2) The deputy chief supervising engineer of electromechanical installation has served as a deputy chief supervising engineer for the electromechanical installation of 600 MW or more or 150 MW or more single pumped storage power station projects or conventional hydropower projects for one or more single projects.
3) The safety deputy chief supervising engineer has participated in single-project or more than one single-project total installed capacity of 600 MW or more or single pumped storage power station project of 150 MW or more or safety supervision of conventional hydropower project.
3.1.4 Reputation Requirements:
According to the “Detailed Rules for Handling Bad Behavior of Suppliers of the State Grid Corporation of China,†the bidder did not have bad behaviors that caused him to be suspended or unqualified, and was within the validity period.
3.1.5 Safety and Quality Requirements:
(1) The bidder must not have one of the following circumstances:
1) The bidder has a special major safety production accident with responsibility for the accident within two years before the deadline for bidding.
2) A major safety production accident in which the bidder has an accident liability occurs within one year before the deadline for bidding.
3) A large safety production accident in which the bidder has an accident liability occurs within six months before the deadline for bidding.
4) A major traffic accident occurred within the project area within one year before the deadline for bidding.
5) Major traffic accidents occurred in the project area within six months before the deadline for bidding.
(2) The project director and deputy director to be appointed by the bidder may not have one of the following circumstances:
1) A special major safety production accident with responsibility for accidents occurred in a project of the same type within two years before the deadline for bid submission.
2) A major safety production accident with responsibility for accidents occurred in a project of the same type within one year before the deadline for bid submission.
3) A larger safety production accident with responsibility for accidents occurred in the project of the same category within six months before the deadline for bid submission.
4) An extremely large traffic accident occurred in the project engineering area that served the same job within one year before the deadline for bid submission.
5) Major traffic accidents occurred in the project engineering area that held similar positions within six months before the deadline for bidding.
3.2 This tender accepts the Commonwealth bid. The Commonwealth bid shall meet the following requirements:
(1) Each member of the consortium shall satisfy the provisions of Articles (1)-(6), 3.1.4 and 3.1.5 of 3.1.1.
(2) The consortium leader should be responsible for the construction supervision of this project.
(3) The member of the consortium responsible for the design supervision shall meet the requirements of paragraphs (7) and (8) of 3.1.1.
(4) The member of the consortium responsible for construction supervision shall meet the provisions of Article (9) in 3.1.1.
(5) The aggregate of the performance of each member of the consortium shall meet all the requirements of the 3.1.2 performance requirements.
(6) The personnel arrangement of the joint supervision agency shall comply with all the provisions of 3.1.3.
(7) The Consortium Agreement shall specify the division of responsibilities of each member.
(8) The consortium leader is responsible for purchasing the bidding documents and bidding work for the project on behalf of the members of the consortium.
3.3 If the bid is not for a consortium, the bidder shall meet all the provisions of paragraph 3.1.
3.4 The tender does not accept the agent's bid.
3.5 This tender does not accept agency bidding.
