Article 2 These measures are applicable to the procurement of LED and solar photovoltaic products by fiscal funds from state organs, institutions and organizations at all levels of the city (hereinafter collectively referred to as “purchasersâ€).
The third LED and solar photovoltaic products are included in the government's centralized procurement scope.
Article 4 When purchasing the lighting products by the purchaser, LEDs and solar photovoltaic products should be preferred under the premise that the experts have determined that the comprehensive cost performance is reasonable and can meet the user's requirements.
Article 5 When preparing the annual departmental budget, the purchaser shall prepare the government procurement budget for LED and solar photovoltaic products when the lighting products are involved. The preparation method shall be implemented with reference to the government procurement budget of independent innovation products. The purchaser should ensure the authenticity and integrity of the government procurement budget for LEDs and solar PV products.
Article 6 In the process of departmental budget approval, the financial departments at all levels shall give priority to the budget of LED and solar photovoltaic products when the expenditures of procurement projects have been determined.
Article 7 If the purchaser purchases LED and solar photovoltaic products with a budget of more than 1 million yuan, it shall purchase by public bidding. For special reasons, other methods may be used for procurement.
Article 8 For the LEDs and solar photovoltaic terminal products with a high procurement frequency and a single purchase amount over a certain period of time, the purchase amount may be fixed. Under the same conditions, the city's production enterprises or their designated sellers should be given priority as a government procurement designated enterprise.
Article 9: Purchasers who purchase LED and solar photovoltaic products by means of non-public bidding shall give priority to the production enterprises of the city or their designated sellers to participate in procurement activities.
Article 10 The procurement of LED and solar photovoltaic products by means of open tendering shall include the technical evaluation factors in the local setting of the R&D center, the provision of localized services, and the local production and after-sales service outlets.
Article 11 The government procurement contract for LED and solar photovoltaic products shall, as far as practicable, give appropriate support to relevant suppliers in terms of performance bond, payment method and time limit.
Article 12 In the performance of government procurement contracts for LED and solar photovoltaic products, if the purchaser needs to add the same goods or services as the contract, the contract may be negotiated with the supplier without changing the other terms of the contract, but all The purchase amount of the supplementary contract shall not exceed 10% of the original contract purchase amount.
Article 13 The government procurement center shall take the initiative to provide training services for LED and solar photovoltaic products manufacturers in the city, and guide enterprises to scientifically prepare bid documents. It is necessary to increase the publicity of LED and solar photovoltaic products in our city through the government procurement website, expand its influence in the field of government procurement, and increase market awareness.
Article 14 These Measures shall be interpreted by the Yangzhou Municipal Finance Bureau.
Article 15 These Measures shall be implemented as of the date of issuance.
