1. Scope of application The wireless local area network referred to in this rule refers to a computer network that provides wired local area network functions by using wireless communication technology instead of cables. The working frequency band is usually 2.4GHz, 5.8GHz, etc. The product scope to which this rule applies are: (1) Independent wireless LAN devices (wireless access points, wireless network adapters, wireless bridges, wireless routers, wireless gateways, wireless authentication servers, wireless access control servers with authentication functions, etc. and Other equipment); (2) Products with integrated or built-in wireless LAN equipment (PC, notebook, PDA, digital camera and video camera, plotter, projector, scanner, copier, printer, TV, DVD, refrigerator, etc. And other equipment); (3) Software products that provide wireless LAN authentication and security (WAPI).

4. Certification implementation
4.1 The client of the certification procedure commissions the type test to the designated testing agency; after the type test is passed, the client entrusts the certification to the designated certification agency; the certification agency reviews the relevant materials and conducts the initial factory inspection (if applicable); 1. 4.2 Commissioning and implementation of type test
4.2.1 Certification unit division
4.2.1.1 In principle, entrust certification according to product model. However, if the electrical structure of the product, the key components of the electrical safety of the product, and the components (parts marked with * in Annex 3) that have an important influence on the electromagnetic compatibility of the product are the same, they can be certified as a unit. If a product does not have electrical safety and electromagnetic compatibility testing requirements, the key parts (parts marked with * in Annex 4) that have an important influence on the wireless LAN product authentication and confidentiality function (WAPI) in the product can be the same. Delegate authentication as a unit.

4.2.1.2 The products of the same manufacturer and the same model but different production plants should be divided into different certification units, but the type test is only carried out on the samples of one factory. The test report can cover the samples of other certification units mentioned above.
4.2.2 Documents to be submitted when commissioning type tests
1) Electrical schematic diagram and / or system block diagram, etc .;
2) List and description of key components and / or main raw materials for electrical safety / electromagnetic compatibility;
3) List and description of key parts that affect wireless LAN product authentication and security function (WAPI);
4) Maintenance manual and instruction manual in Chinese;
5) Chinese nameplate and warning signs;
6) Explanation of the differences between products of the same certification unit;
7) Other documents required by the designated testing agency.
4.2.3 Sample delivery for type test
4.2.3.1 Principle of sample delivery for type test If there is only one model in the certification unit, samples of this model are sent.
When more than one model of product is entrusted for certification to the same certification unit, a representative model should be selected. If the key components (see Table 4) that affect the wireless LAN authentication and security function (WAPI) of the products in this unit are different, the number of samples to be sent should be increased. The additional samples only perform the authentication and security functions required by GB15629.11 ( WAPI) test.
4.2.3.2 The number of samples to be sent for type test shall be selected and delivered by the client in accordance with the requirements of the testing organization, and shall be responsible for the selection and delivery of samples. See Appendix 1 for the sample volume of the complete product. See Appendix 2 for the sample delivery volume and sample delivery requirements of key electrical safety parts and components that are tested with the complete machine.
4.2.3.3 Disposal of type test samples and related materials After type tests, samples and / or related materials that have been confirmed to be qualified shall be disposed of in an appropriate manner.
4.2.4 Testing standards, items and methods
4.2.4.1 Testing standards and testing items
1. Independent wireless LAN equipment applicable testing standards and testing items:
1) Electrical safety testing standards and testing items
All applicable items specified in GB4943-2001.
2) Electromagnetic compatibility testing standards and testing items
The following three items specified in GB9254-1998 (non-launched state) and GB17625.1-2003:
The power terminal conducts disturbance voltage, radiation disturbance field strength, and harmonic current.
3) Test standards and test items for authentication and confidentiality function (WAPI) and equipment interoperability:
All applicable items specified in GB15629.11-2003 and GB15629.1102-2003 are tested for any 2 sets of 3 sets (sets) provided.
2. The applicable testing standards and testing items of products with integrated or built-in wireless LAN equipment:
1) Products already covered in the product catalogue implementing mandatory product certification:
a. Identification and security functions (WAPI) and equipment interoperability testing standards and testing items:
All applicable items specified in GB15629.11-2003 and GB15629.1102-2003 are tested for any 2 sets of 3 sets (sets) provided.
b. The testing standards and testing items specified in other mandatory product certification implementation rules, such as audio and video equipment, must also pass the testing standards and testing items specified in CNCA—01C—017.
2) Products not covered in the product catalogue that implements compulsory product certification (such as digital cameras and other products):
GB15629.11-2003, GB15629.1102-2003 stipulate the authentication and security function (WAPI) and all applicable items of product interoperability, to test any 2 (sets) of the 3 (sets) products provided .
3. Software products that provide wireless LAN authentication and security functions (WAPI):
GB15629.11-2003, GB15629.1102-2003 stipulate all the applicable items of authentication and security function (WAPI) and product interoperability, and test any 2 of the 3 sets of software provided.
4.2.4.2 The test method shall be tested in accordance with the provisions of the relevant product standards and the test methods and / or standards cited by it.
4.2.5 Time limit for type test The type test time for electrical safety and electromagnetic compatibility is generally 25 working days for the whole machine (the time for the enterprise to carry out rectification and re-examination due to the failure of the test item is not included). When random testing is required for the electrical safety critical parts of the whole machine, the longest test time of the electrical safety critical parts shall be calculated (from the receipt of the sample and the testing fee).
The identification and confidentiality function (WAPI) and product interoperability testing time is generally 5 working days (due to the failure of the testing item, the time for the company to carry out rectification and retesting is not included).
4.3 Certification entrustment and acceptance
4.3.1 Documents and materials to be submitted when commissioned Submit a formal commission to the designated certification body, accompanied by the following documents:
1) Type test report issued by a designated testing agency;
2) The information in 4.2.2;
3) A copy of "Model Approval Certificate of Radio Transmission Equipment";
4) A copy of "Wireless LAN Product Password Testing Certificate";
5) Other documents required by the designated certification body.
4.4 Initial factory inspection
4.4.1 The content of the inspection The content of the factory inspection is the factory quality assurance ability and product consistency inspection.
Products that are integrated or have built-in wireless LAN modules that have not yet been covered by other mandatory product certification implementation rules do not need to undergo factory inspection.
Software products that provide wireless LAN authentication and security functions (WAPI) do not require factory inspection.
4.4.1.1 Factory quality assurance capability review The certification body sends an inspector to the factory to conduct a factory quality assurance capability review in accordance with the Requirements for Factory Quality Assurance Capability (see Annex 6) and the supplementary review requirements established by the certification body. At the same time, the verification shall be carried out in accordance with the Requirements for Factory Quality Control Testing of Wireless LAN Products Compulsory Certification (see Annex 5).
4.4.1.2 During the factory inspection of product consistency check, the consistency of the products certified for entrustment shall be checked at the production site. If the certification involves multiple series of products, the consistency check should extract at least one specification model for each series of products, focusing on verifying the following:
1) The product name, specifications and models indicated on the nameplate of the certified product and the packaging box shall be consistent with those indicated on the type test report;
2) The structure of the certified product (mainly the structure related to safety and electromagnetic compatibility performance) should be consistent with the prototype during the type test;
3) Check the plug size of the in-line AC adapter: whether it conforms to the structural shape required by GB1002 (if applicable).
4) The key electrical safety components and main components that have an impact on the electromagnetic compatibility performance of the certified products should be the same as those declared during the type test and confirmed by the certification body.
5) The important key parts used in the certification of products that affect the identification and confidentiality function (WAPI) of wireless LAN products should be the same as those declared during the type test and confirmed by the certification body.
4.4.1.3 The factory quality assurance capability review and product consistency check shall cover all factories entrusted with certified products.
4.4.2 Time of initial factory inspection Generally, the certification body will review the materials in 4.3.1 and pass the initial factory inspection. In special cases, type testing and factory inspection can also be carried out at the same time.
The factory inspection time is determined according to the number of units of the certified product, and due consideration is given to the production scale of the factory. Generally, each factory is 1 to 4 person-days.
4.5 Evaluation and approval of certification results
4.5.1 Evaluation and approval of certification results The certification body is responsible for comprehensive evaluation of the type test and factory inspection results (if applicable). If the evaluation is qualified, the certification body will issue a certification certificate to the client (one certification certificate for each certification unit). The use of certification certificates shall comply with the requirements of the "Compulsory Product Certification Management Regulations".
4.5.2 Time limit for certification The time limit for certification refers to the working day that actually occurs from the date of acceptance of the certification to the time of issuance of the certification certificate, including the time to submit the report after the factory inspection, the time to assess and approve the certification conclusion, and the time to make the certificate.
The time for submitting the report after the factory inspection is generally 5 working days, calculated from the day when the inspector completes the on-site inspection and receives and confirms the non-conformity corrective action report submitted by the manufacturer.
The certification conclusion assessment, approval time and certificate production time generally do not exceed 5 working days.
4.6 Supervision after certification
4.6.1 Frequency of supervision
4.6.1.1 Products that do not require initial factory inspection are subject to the first post-certification supervision starting from the 6th month after certification, and thereafter, post-certification supervision is conducted every 12 months; products requiring initial factory inspection are certified The first post-certification supervision will be conducted from the twelfth month onwards, and the post-certification supervision will be conducted every 12 months thereafter.
4.6.1.2 If one of the following situations occurs, the frequency of supervision may be increased:
1) The certified product has serious quality problems, or the user complains and is verified to be the responsibility of the certificate holder;
2) When the certification body has sufficient reasons to question the conformity of the certified product with the standard requirements specified in this rule;
3) When there is sufficient information to indicate that the manufacturer or production plant has changed the organizational structure, production conditions, quality management system, etc., which may affect product compliance or consistency.
4.6.2 Content of supervision
1. Independent wireless LAN equipment:
The way of supervision after certification is to use the review of factory product quality assurance capabilities + consistency check of certified products. When necessary, samples can be taken and sent to the testing agency for testing. When sampling testing is required, the samples for sampling testing should be randomly selected from the samples produced by the factory (including production lines, warehouses, and markets). The number of similar products sampled and tested is one. The test items specified in the standards used in the certification type test can be used as supervision test items, and the certification body can test part or all of the items for different situations of different products. The testing of designated samples shall be completed by the testing agency designated by the certification agency within 20 working days.
The certification body shall supervise and review the factory according to the requirements of the factory's quality assurance ability. Articles 3, 4, 5, and 9 specified in "Requirements for Factory Quality Assurance Ability" are mandatory items for each supervision review. Other items can be selected for inspection, covering at least all items in the requirements every 4 years; The "Requirement for Factory Quality Control Testing of Wireless LAN Products Mandatory Certification" (see Annex 5) is checked; in addition, the change of the product should be checked.
The factory supervision and inspection time is determined according to the number of units of certified products, and due consideration is given to the production scale of the factory, which is generally 1 to 2 man-days.
2. Devices with integrated or built-in wireless LAN modules:
1) Equipment already covered in other mandatory product certification implementation rules:
Post-certification supervision shall be conducted in accordance with the provisions of the corresponding mandatory product certification implementation rules. If the factory product quality assurance capability is reviewed, the factory should verify whether the factory regularly performs product identification and confidentiality functions (WAPI) and products in accordance with the requirements of "Factory Quality Control Testing Requirements for Wireless LAN Product Compulsory Certification" (see Annex 5) Interoperability was confirmed and tested.
2) Equipment not covered by other mandatory product certification implementation rules (such as digital cameras and other equipment):
There is no need to review the factory's product quality assurance capabilities, but annual sampling tests should be conducted. The annual sampling test is organized and arranged by the certification body. The annual sampling samples shall be randomly selected from the samples provided by the certificate holder (including production lines, warehouses, and markets). The number of sampling tests for the equipment of the same brand with the same function and interface is one, and the consistency of the certified products should be checked during the sampling test. The testing of the sample taken should be completed within 5 working days.
3. Software products that provide wireless LAN authentication and security functions (WAPI):
There is no need to review the factory's product quality assurance capabilities, but annual sample testing is required. The annual sampling test is organized and arranged by the certification body. The annual sampling samples shall be randomly selected from the samples provided by the certificate holder (including production lines, warehouses, and markets). The number of samples of the same brand with the same function and equipment using the same software is one, and the consistency of the certified product should be checked during the sampling test. The testing of the sample taken should be completed within 5 working days.
4.6.3 Evaluation of the supervision results after certification After supervision and review, the certification qualification and the use of certification marks can be continued. Corrective measures shall be completed within 3 months for non-conformities found during the supervision review. After the deadline, the certification certificate will be revoked, the use of the certification mark will be stopped, and an external announcement will be made.
5. Certification
5.1 Retention of certification
5.1.1 Validity of certificates The certification certificates for products covered by this rule do not specify a deadline. The validity of the certificate depends on the regular supervision of the certification body to obtain and maintain it.
5.1.2 Changes to certified products
5.1.2.1 Application for change If the products in these rules are certified, if the key parts / components in Annex 2, Annex 3, or Annex 4 or the design or electrical structure involved in safety / electromagnetic compatibility are changed, the certificate The holder should submit a change application to the certification body.
When submitting a formal application for change to the certification body, the product change audit conclusion and test report (if applicable) issued by the designated testing body and other documents required by the certification body shall be attached.
5.1.2.2 Evaluation and approval of change application The certification body evaluates the relevant materials submitted by the client and approves the change application that meets the requirements. Incorporate the changed information / results into the supervision and management documents of the product after it is certified.
5.2 Expansion of products covered by certification
5.2.1 Evaluation and approval of product extension application covered by the certification certificate When the holder of the certification certificate needs to increase the scope of product certification within the same certification unit as the product that has already obtained the certification, an extension application should be submitted to the certification body.
When submitting the certification certificate to the certification body to cover the product extension application, the product extension audit conclusion and test report (if applicable) issued by the designated testing agency, and other documents required by the certification body are attached.
5.2.2 Evaluation and approval of product extension applications covered by the certification certificate The certification body evaluates the relevant materials submitted by the client and approves the extension application that meets the requirements. The certification body may issue a certification certificate or Renew the certification. The certification body shall incorporate the extended data / results into the supervision and management documents of the product after certification.
5.3 Suspension, cancellation and cancellation of certification certificates shall be carried out in accordance with the requirements of the "Regulations for the Administration of Compulsory Product Certification". During the suspension period of the certification certificate and after the certification certificate is cancelled and withdrawn, the product shall not be shipped from the factory or imported.
6. The holder of the certificate for the use of compulsory product certification marks must abide by the provisions of the "Management Measures for Compulsory Product Certification Marks".
6.1 Approved logo style
A product legally affixed with this mark indicates that the product meets the national mandatory product certification specifications and requirements for information security and electrical safety (if applicable) / electromagnetic compatibility (if applicable). If a product meets the national mandatory product certification specifications and requirements for information security and electrical safety / electromagnetic compatibility of this product, this mark should be applied instead of any other mandatory product certification mark, such as CCCS logo or CCCS & E logo.
6.2 Use of deformed certification marks The products covered by this rule are not allowed to use any form of deformed certification marks.
6.3 The method of applying can be any one of the three methods of standard marking, moulding or nameplate printing, which are uniformly printed by the country.
When using stamping or nameplate printing, its usage plan shall be reported to the mandatory product certification mark approval and management agency approved by the CNCA.
6.4 The position of the mark shall be affixed with a certification mark near the nameplate of the product body.
Software products that provide wireless LAN authentication and confidentiality (WAPI) should be affixed with a certification mark on their software packaging / carrier. If the software product does not use packaging / carrier, it should be in a prominent position in the "license agreement" for software use It is clear that this product has been certified by CCC.
7. Fees and charges are collected uniformly by certification and testing agencies in accordance with relevant national regulations.
